Clean the switches and check that the harness on the switches is tight, its usually just the power seat ajustment switches that are at fault and not the seat at all.
The power seat on a 2001 Subaru Outback can be fixed by replacing the motor or fuse. The wires may also come loose over time which must be re-seated.

I would look at the connector and see if it's loose or has a burnt wire. You should be able to take the side off of the seat and get to it.
Fix the track
To fix a bike seat that keeps tilting, you can try tightening the seat clamp bolt using a wrench. If that doesn't work, you may need to adjust the seat angle or replace the seat post.
a wire is broken. a mechanic can fix the problem. put in a new seat or fix the bad connection, from your sitting on the seat so much : )
