If it is rusted you will need a rust dissolver there are several commercial products available but to just loosen a tight nut on an axel bolt - - just a spray of WD40 or other similar lubricant or Teflon spray.
If the diameters by the clamp area and where the grips and levers goes are the same, then you just switch the bars.
