This particular part is calle the "Spare Tire Carrier".

First of all check the spare tire pressure.
You should have a tire iron with the vehicle. Look by the license plate on the rear bumper. There's a small slot which you insert the flat end of the tire iron into. You'll feel when you get it right. Rotate it counterclockwise, and the spare tire will lower from the carrier.

Look below the gas tank and you should see the spare tire and carrier assembly under the car. The carrier is hinged, just unscrew the long bolt and the carrier will drop down, enabling you to pull the tire out. Sometimes the bolt head is covered by a small "cap" with a key hole mechanism. Use your door key to unlock the cap and remove it. Then you have access to the long bolt.
use your jack rod from under the hood. There is a hole beside the rear lisence plate... it goes in there and inserts into the spare tire carrier. crank it down and unhook it!! Good Luck!!
I would advise against it, personally - many have done this at the expense of their body panels. A better option would probably be a Class III receiver with a spare tire mount as part of the receiver.
been awhile since I last looked but if you crawl under the spare tire with your head towards the front. You will look up right before the spot where the spare tire lays into the trunk and you will see it. I think it is right above the axle? but I do know it's right before the spare tire holder.
