How do you fix steam.exe?

Steam.exe is installed with Valve Software products like Half-life or CounterStrike for the Valve broadband gaming client, which updates the Valve games. If this file is in the c:\windows or c:\windows\system32 folders, then it may be malware/spyware. However, if it is in C:\program files\valve\steam\steam.exe then its the gaming client. If you are sure this is the gaming client, try first to power-off, then on your router or cable modem to reset your internet connection. If that fails, then try to uninstall your Valve software game, reboot the PC and reinstall it.
