O2 Sensor Low Voltage is either due to a bad sensor or a short in the circuit. Do NOT probe the circuit with an ohmmeter, as the sensor is easily damaged. For the same reason, do NOTconnect a low impedance voltmeter to the circuit - you need a high impedance voltmeter with greater than 10 MOhms impedance, but even that will bias the results. The sensor might be clogged. You can carefully remove it, clean it, coat the threads with anti-seize compound and reinstall it. If it is clogged, however, there is probably something else wrong, such as an engine miss, which needs to be fixed. For specifics, consult the manufacturer's diagnostic procedures.
