A 4.0 Jeep is a six cylinder. The 4th cylinder would be the 4th one from the front. #1 is the closest to the radiator, #6 is the farthest from the radiator.
There are 2 fuse panels in the '99 Durango. The one containing the Cigar Lighter fuse is on the dash assembly, accessed from just inside the drivers side door on the side of the dash. There is a diagram inside when you pull the cover off. The one you are looking for is a 15 amp (blue) fuse, 4th from the front on the bottom row.
Take it to a shop. If its a 4x4 you have to drop the exhaust and the transmission brackets and front 4x4 differentials. This is not an at home job for someone with out the proper equipment or knowledge. Don't think your buddy that workson car's can help you this is a serious job even the Dodge garage complains how difficult it is for a 50 dollar item. Trust me I am on my 4th one it is a pain in the reaer.
The ECU fault code PO753 refers to the Transmission 3rd to 4th gear Shift Solenoid. This is part of the Transmission Relay Circuits. To repair this will require knowledge of the transmission. I suggest unless you are knowledgeable you take this to a transmission professional for repair.
i believe it is the same as my 98 s10 2.2 l and the firing order is 1-4-2-3 (where cylinder #1 is the closest to the fire wall) and your distributer has the plug wires running almost vertically 1st cylinder = the very bottom and 4th cylinder = second from the bottom and 2nd cylinder = second from the top and 3rd cylinder = the top connection on the distributer.
#4 cylinder is on the passenger side back.

I suspect the valve seat in the no. 4 cylinder has dropped and has been hammered by the piston into the head. If the piston is all right you will have to put a used or rebuilt head on it. If the piston or the sides of the cylinder wall are scored you will have to take the engine out of the car and repair the no. 4 piston and will possibly have to have the no. 4 cylinder bored out to the next size. It isn't a fluke that the valve seat dropped. Anyone who has worked on Escorts wil tell you they have seen it time and time again.

It relieves the cylinder of exhaust on the 4th stroke of a 4 stroke engine.
