My parents have this problem on their 99 Sienna. They got an estimate of an outrageous amount to fix the problem, because it involved disassembling the dash to reach the control for the seatbelt indicator, plus replacing a sensor. They've decided it's not worth it and have learned to ignore the annoying flashing light. Sorry.
Front bonnet release is to the right of the Accellerator, under the dash and the hood release for the engine compartment is behind the drivers seat below where the seatbelt is fastened.

Well you should always wear a seatbelt but you can turn off the chime by simply grounding the wire lead at the seatbelt causing the electricity to flow through and the chime to turn off

If the VSC flashing light comes on at the same time on your Toyota Corolla, then there might be a sensor issue, and if you have a warranty, have it back to the manufacturer.

Answer: Depends where you live. Most states require wearing a seatbelt. Well im pretty sure your SUV can take on any toyota, so i think your fine.
