If the passenger side works but the driver side doesn't, the linkage under the arm is broken.

The 2004-2008 Toyota Solara takes 24" driver side and 19" passenger side replacement windshield wiper blades.
Most likely, either the linkage to the wiper has become disconnected (or broken), or the wiper pivot is stripped out.
The fuse box under the hood is right above the battery under a cover. Inside the vehicle, open the driver side door and it is on the side of the console.
You may just need to change the wiper blade on the driver's side. Try this first and then take it to a mechanic to have it properly diagnosed.

A bad motor can cause the driver side wiper to be slower than the passenger side. If one side is slower than the other, the blades can get stuck on each other.
The driver side is a 24" wiper blade and the passenger side is a 18" wiper blade
