Blower motors are not repairable - if they're not working, plan on replacing it.
Easy and not expensive project. (about $40 for the motor)
If the motor does work, but ONLY blows on high-speed, that's a different problem, caused by the blower motor resistor.Another quick-n-easy, non-budget-breaking fix. ($15 for the resistor)

The most likely problem with the heater blower on your 2003 Sable is the blower resister. The resister can go bad and cause you to only have one speed.
A bad heater blower motor resistor would effect one or more blower speeds other than high.
