your problem could be a broken blend door, if so, there is an easy fix kit called the "Heater Treater" that is available on eBay and at heatertreater.net. This fix is all-inclusive, easy to install, and only takes about 45 minutes. It cover Ford Rangers and Explorers from 96'-04'
If the heater core is leaking, replace it. If it is clogged, you can try flushing the entire cooling system including the heater core. Flush the system with the heat set to hot.
