How do you fix the horn in a 1992 celica gts if the 15a horn-hazzard fuse and the horn relay were replaced?

If you have replaced both the fuse and the relay I would suggest looking at the horn itself. I used to spray WD40 or equivilent into the horn and tap it with a hammer. The internals may have frose due to moisture or lack of use.
