Horns generally can not be repaired but replaced. On a 2001 Mitsubishi Eclipse the horn is located inside the front bumper. To replace it disconnect the mounting bolts and remove it. Replace with a new horn.

I was told for a 1997 MitEclips you need to replace the driver's side air bag - which has the contacts for the horn. Ed F
Mitsubishi eclipse is famous because of failing transmission. If I were you I would start with checking transmission fluid level. But most likely you will have to change transmission or fix one you have.

Start from changing the transmission fluid.
You just need a new horn. and the horn should be up neer the radiator.
