to replace the ignition Module on a v6 3.1 or 3.4 you must remove the coil pack from the the back top of engine. this coil pack is were the spark plug wires plug into. make sure to label wires be for removal it will help when going to reinstall. the coil pack is held in place by four bolts on a aluminum bracket. remove bolts and wires along with the three connectors ( two on one end and one on the other) each coil is bolted to the module by two 5.5mm bolts. remove the bolts and the coil will pull right off the module. repeat for all three coils. once coils are off module will be off.
Sounds like the cable needs to be lubricated

maybe you can look in the fuse box located under the glovebox and replace the electrical fuse.
I'd call a locksmith. They will be able to tell you the exact problem and how to fix it.
That year transmission did not HAVE a modulator valve. That year used a 4L60E / And the E stands for electronic transmission. NO valve. It is all computer controled.
Take it to a Ford garage or someone who is familiar with Modulators

I had this problem with my olds cutlass. the fix was too simple. There is a relay in the horn circuit. I took it out and pushed it back in-working horn again.simply put the contacts had oxidized ... it might help if you also spray contacts with electrical cleaner-can get it at parts store or hardware..
