If the switch on the passenger door itself still works, it is a switching problem within the relay box. If the local door switch does not work, it is either a circuit problem at the actuator, or the actuator itself (that lifts the lock) is broken. None of these is a simple repair -- although the actuator is just a mechanical device, it does require opening up the door to replace. With any luck, a computer diagnostic may show that it is a wiring flaw.
AFAIK, there are no passenger airbags on a '94 Wrangler. I have a '94 Wrangler, and I have neither a passenger nor a driver side airbag. Hope this helps
