There are two separate motors, one is most likely dead, take it out and bench test it
The 2003 Lincoln Town Car power control module is located on the firewall, in the engine compartment. The module will be on the drivers side of the firewall.

The motor that moves the seat forward and backward is burnt out it's a different motor than the up and down motor which is why that works but the other does not.
