We had the same problem with our 2002 tracker. The guy who takes care of our vehicles sprayed a silicant up into the door handle. It has worked fine since then.
My husband had to crawl through and remove the back panel. He disconnected the electronic portion and then WD40'd the crap out of the lock, which he says all the engineers that design these locks are...anyway, it has a lot of movable parts. the handle still stays in the up position after using it, but you can slide your thumb up in it now and gently pull it back down. Not a perfect fix, but we can use it when absolutely necessary. Bad design

all you have to do is unplug the motor and the motor is locted under neath the automatic door. and then you can open the door.
Open the drivers door and you will see a sticker on the door jam are door with that information on it.
I just had the same problem on my 98 tracker. Take the rear door panel off of the inside of the door. The linkage was unhooked on mine. I just popped it back on and it works great.
You have to take the door apart
open your rear cargo door and look to the left side ...door will have a small turn knob and will be removed front to back.... this will be located inside the Tracker behind the driver side tail light

When you open the drivers side door you will see the fuse box on the left hand side facing the door, open it up and there is a "map" on the back of the panel showing you which fuse does what job.
when you open the driver door, you can get to it from the side of the dash. you can only open it when the door is open
