replacing the bulb is easy, just undo the bulbs socket, change the bulb and put the socket back in. if the bulb is good, check fuse, then switch, then wires.

The 1998 Lincoln Continental turn signal relay switch can be found beneath the drivers side dashboard. The turn signal relay switch will be above the accelerator pedal.
The 1998 Lincoln Navigator trailer turn signal fuse will be in the fuse box. The trailer turn signal fuse will be one of the auxiliary fuses at the bottom of the second column.
Which brake lamp are you needing to change? Brake/turn signal lamp.

Most likely its a problem with the turn signal/high beam switch. Its a very common problem with that year. It's an expensive part to replace. could also just be the hazard switch..try giving it a vigourus work out.
you will have to get a brake caliper tool. the rear caliper the center part turn or screws in with this tool
Did you happen to check the turn signal flasher before you installed the switch?
If your 2000 Lincoln has turn signals that don't work, first check to see if the bulbs are working. Then, see if there is fuse that has blown that affects the turn signals.
