If they come on and will not flash, replace the Flasher Relay. If they just don't come on replace the blown out bulb.
The 2001 Jeep Wrangler turn signal flasher relay switch can be located beneath the dashboard. The switch will be on the drivers side of the engine compartment.
Replacing the water pump and belt should not affect turn signal operation.

The 2002 wrangler has a switch on the turn signal multifunction unit. You must pull out the end of the turn signal, and the low beam must be on; it won't work with the high beams on.
Flasher relay is defective.
turn on the running lights and pull out on the multi switch.
It is a built in part of the computer attached to the under hood fuse box.
I had the same problem with my 1988 jeep wrangler and all I did was change the rear left bulb and never had the problem again.
Usually mean you have a burnt out bulb. Simply replace it and you should be fine.
Go to Autozone.com and you can find out what flasher, and where it is located. :)
