Some drawbacks of resurfacing cabinets as opposed to buying new ones is that it is a lot of hard work and labor, if you are not willing to do it yourself then the cost for new ones would be just as much as labor and materials. Also if you would like to change the layout of your kitchen or even fix some old chipped or broken cabinets you will not be able to by just resurfacing the cabinets.

How do you fix brush strokes on cabinets after they are painted?
It is best to prevent brush strokes, than to "fix" them afterward. If you know the correct way to paint cabinets, you can avoid many such problems. Thinning your paint down, is one such preventative measures. I know this is not what you want to hear, bit if the brush strokes are very noticeable, you may have to repaint the cabinets. The best "quick fix" I know is to lightly sand the surface to remove the marks and attain a smooth surface and reapply a top coat. - You will have better results if you remove the doors from the cabinet and paint them when they are flat. The paint tends to "level" itself better. Also, try not to paint on an extremely hot/dry day.

Can you install adhesive vinyl on an unlevel floor?
This all depends on how "unlevel" it is. Assuming this humps or valleys are not larger then 1" in a 6' radius, than yes most definitely. You of course will still be able to feel this unlevel floor beneath you. The vinyl will only telegraph to the shape of the floor it sits on. If the level issues are greater than this, you still may be able to install vinyl, but it would be hard to say for sure without having a professional looking at it.
