Flashing is a process by which you replace the operating system on your phone with a new one. You can find instructions on XDA-Developers on how to root and flash ROMs to your phone.

Other than that, I can't help you as you have not provided enough information for me to adequately answer your question.

Does android have flash?

Yes. Your phone must be running Android 2.2 "Froyo" or a newer version of Android to run Adobe Flash Player. However, Adobe has decided to discontinue Flash on the Android platform with the release of Android 4.0 "Ice Cream Sandwich." You can still download and run Flash just fine, and they will continue to release security updates, but future versions of Flash Player will not be released on Android.

Does the velocity micro cruz R101 have flash player or can you download flash player onto the tablet?

The R101 uses the Android operating system. Adobe are working on a Flash Player for Android devices (See links below) but it will require Android version 2.2 or later. It is unlikely (but not definitely so) that the R101 will support Flash. The later R301 may be a better bet but even that may be on the dubious list for Flash support.
