Tradition states that upon the death of a great American or other reason for national mourning, the flag is flow at half-mast - i.e. in the normal orientation, but only drawn half-way up the pole it is flown from. In most cases, government buildings will fly the flag at half-mast immediately after the death of a sitting or former President.
