It is easier to fold the mirror from inside the car with the window down, as it gives you he best angle. Be careful when you get out though, as you will want to check for uncoming traffic and won't be able to use the mirror after you fold it!
From outside the vehicle you can grasp the mirror with two hands. Gently push down and turn the mirror twordes he window. To fold i out, reverse the process. You may feel the whole assembly wanting to separate from the car, or even see the plastic trim move a little. It doesn'[t seem to have been mean to have been folded very frequently.

It depends on what type of car you have. Your question is vague. However, modern cars typically have the mirror on the door at window height. Check to see if the mirror can be detached from the inside of the door. It might be covered by a decorative plate. Also, open the car door and look at the door directly above the mirror. There may be screws here as well. If your mirror is powered or has a physical remote adjust you WILL have to take the inside door panel off. This will give you access to the wires and/or cabling. It is easier, for me anyway, to pull a mirror at the junkyard to replace a broken mirror on my car. By pulling one at the junkyard you can learn what you have to do without tearing up YOUR car.
