1: Get your Windows Installation Setup Discready.
2: Insert your this Disc into your computer disk drive ROM.
3: Perform a system reboot. CRT+ALT+DEL-Shutdown-Reboot. Start-Turn Off-Reboot. Start-Log Off-Turn Off-Reboot.
4: Once your PC has rebooted, enter the bios hitting F8, F9, F10, F11, F12, Del on your keyboard.
5: go to boot tab-boot priority then select the CD ROM to be the 1st on the list for the computer to boot up.
6: Hit F10 on your keyboard to save the changes and restart your computer.
7: Wait until your computer restarts and allow it to boot up.
8: You will get a black screen with a command line saying:
"Press Any Key To Boot up from CD or DVD" press the enter key".
9:The computer will boot up from Disc and you will see a blue screen with the windowsfiles loading up.
10: You will see a partition screen. This is the partition that your previous windows installed on.
11: You will have 4 choices here to choose your format.
Enter: Will install a fresh copy of windows onto the partiton that's already got windows on, this will overwrite your previous windows.
Delete: Will wipe out your partition that goes windows already and enable you to create another partiton and you can resize it, and you can create an second partition in an unpartiton space.
There are a few ways to format a personal computer. I am assuming when you ask how to format it, you are referring to deleting everything and loading a new operating system.
Option 1: You can insert any operating system CD/DVD into the disc drive, restart the computer, and boot from the disc drive. Option 2: There are bootable programs that is just for formatting hard drives. The one I like is: Drake's Nuke and Boot. The program is free and will literally write 0s to the entire hard drive. The downfall is that it takes a very long time. To start the process you do the same thing as mentioned in option 1.
The easiest way to format a computer is to use the installation disk that often comes with computers. The disk will have a format option on it, though it is recommended to back up important files before hand.

I'm not sure what you mean. But if you mean that you want to format a hard drive or partion which is not a system file disk/partion. Then it's really easy to do. Start My Computer, right click on the hard drive/partion which you want to format and choose format, then choose file system which you prefer to format, and press ok/start.
Go to the Format box and you will be able to change the file system there by re-formatting the pendrive. Start-->Computer-->right-click on drive-->Format-->use drop-down menu to change file system-->Ok
You can't put any files on the drive until you partition followed by a format.
