The easiest way is to use blizzard magic, however if your level is too high, you may kill the heartless before they freeze. The other option is to use a keyblade that has the "Counter blizzard" or "Add Blizzard" clock ability. Add Blizzard gives all your attacks the potential to freeze an enemy when you reach that clock level. "Counter Blizzard" gives you the potential to freeze enemies when you block their attacks at the appropriate clock level. Counter Blizzard is generally the better choice, as you can sit there and block the same foes over and over to build up your "Freeze X Enemies" challenge. Though you may have to attack a few times so your clock level doesn't reset.

Not much information is available regarding Kingdom Hearts 3D, but it will be for the Nintendo 3DS and will utilize the 3DS's new 3D feaures. Kingdom Hearts RE: Coded is just Kingdom Hearts Coded, remade for the Nintendo DS.
