I never fulfilled him yet but I'm sure you have to get good results at his minigame. I would try to do that but my mic is messed up and I can't find the one on my friends 3ds but I think that's what you do.

∙ 14y agoGet a medal at the hard snowball fight, wait a while, then see him. Have a snowball fight with Johnny, and once finished you've cleared him. Simples!
