yes just turn up the difficulty and you more more exp for everything it said it on the loading screen once.
You can also get the sand man perk by raising your sneak to 60 then travel to andale and make friends with the adults (make sure you dont kill them or the following wont work) then wait for everyone in the town to fall asleep so you can use the sand man perk on the children. (you can use the sand man perk on these children over and over again gaining 65xp each time thus unlimited xp.)
An easy but incredibly cheap way to level up your character in Fallout 3 is to start killing your specified enemy on a reasonable difficulty to lower it's HP as much as possible, once you think your ready, pause the game, and change it to Very hard difficulty. Then finish him off on Very Hard, but be careful.
(On Very Hard difficulty, Exp gain is tremendous).
Another good way of exp ( I don't know if you need the latest patch, it does work with with the latest patch) is the infinite exp glitch. To do the glitch all you do is get an even number of scrap metal of 4 or above( I recomend about 20 though). Then take them to protector Casdin at Fort Indepenence. Give ALL of them to him (get any reward you want) then walk a little way away and use a stealthboy(it might not be necesary if you have a high stealth or Chinese stealth armour). Then go pickpocket all of the scrap metal back. Next you give all but 2 to Casdin again. Then go pickpocket him again taking all the scrap metal again but also try to take his laser rifle so that you will get caught. He will then take all your scrap metal away and then take away even more so youll have no more on you(he may turn hostile, make sure that he trust you and he normally wont). Then you can go talk to Walter in megaton and sell him your scrap metal for caps and exp Or exp and good karma. You can also talk to casdin some more and get infinite frag grenades, 5.56 ammo, rad-x, and stimpaks.

no u cannot. killing kids in fallout 3 is an impossibility. however, using the mister sandman perk u are able to gain experience for "killing" them although they will not die and may in turn flee from you
In fallout games you don't beat levels you level up by killing people and animals then spending the skill points you get to upgrade your skills. you need a certain amount of experience points (exp) to level up which you can get as written above by killing people and creatures. you can also gain exp by doing quests and you also gain exp by succeeding in speech challenges and discovering new locations. sometimes after you level up (think it was every 2 level or so) you get a list of different perks where you can choose one of them if you meet the skill requirments for that perk. the level cap is 30, but with the new DLC's that came out a while ago the level cap is raised by 5 for every DLC you buy and download, raising the level cap to 40 if you have both, more DLC's are scheduled to come soon, however it is currently unknown to me if the level cap will be raised even higher than 40. ...Desert Ranger 4...

The Summoning level, by itself, does not influence combat level. However, when you train Summoning, you'll also gain some other combat experience - usually Attack or Strength - and that influences your combat level.
You can volunteer, volunteer work allows you to gain some level of experience and will not raise red flags for employers when they hire you.

There is no way. You have to defeat enemies in order to gain experience.
To get to level two in Mafia Wars you have to do jobs and fights to gain more experience points which will allow you to level up when you have the required amount.
Train it by using it in battle or if you have the Exp. Share, let it hold that and it will gain experience without having to be used in battle. Once it gains enough experience it will reach the next level.
