First you have to complete the sinnoh dex then go to the pokemart in hearthome city and talk to the man next to the counter he will give you the azure Flute next you have to go to the spear pillar where you catch palkia or dialga and it will say do you want to play the azure flute and if you click yes some stairs will appear if you walk up them you will find arceus it is lvl80 so make sure you bring lot's of ultraballs,duskballs or a masterball by the way there has to be a Nintendo event to get the azure flut
