Are you sure its the Special Event Celebi if not its proberlly a fake one (to see if its fake put it on battle revolotion and it will be a bad egg) or its just a old event ( or so old you got it form Gold/Silver/Crystal from the GS Ball) Hope ive helped ya ^_^

Regular celebi won't work. It has to be the event celebi. Pretty much one in a cherish ball.

There already is one. You must get a special Celebi (not sure how to get it) and take it to Ilex Forest to Time Travel. Make sure you have strong Pokemon because you will be fighting Giovanni eventually after a couple of cut scenes. And then you go back into your time and act like nothing happened.
