Celebi is not able to be obtained in ruby. It can only be obtained in crystal via the GS ball brought to ilex shrine, which was distributed in an event no longer going on. There was an event for Heart Gold Soul Silver Platinum Diamond Pearl which distributed celebi via mystery gift.

Nope, unfortunately there has been no legit way to catch celibi in the mainstream Pokemon games (ruby/fire red/platinum etc)
