If you want a charmander, you're going to have to trade it in from Fire Rerd or Leaf Green. That will also get you the National Dex, and if you want to complete that, you'll have to trade in a crap-load of other Pokemon from Fire Red/Leaf Green.
ok i had this prob 2 so i spent months working on how and heres what i found.......you can only get charmander from Pokemon yellow, red, and blue i think each is for the gameboy, you have to trade it. now i owned yellow version so i knew id have to trade,the thing is i didn't know how...so again months of searching and i found it!! i learn i had to get a "universal game link cable" only that would allow me to trade. the cable works for the gameboy sp so don't worry if your up to date on technology. it won't work on the ds, believe me i tried. now that i had the cable i could trade, but by then i had a charizard so i traded it for a worthless Pokemon in gold....hope i helped.... :) (note: im sorry for the story but to understand it you needed the back story.)

In Pokémon Yellow, Charizard is not capable of evolving.

You can get Charizard in Pokemon Blue by trading with a friend who has Pokemon Red,Blue,Yellow or starting out with a Squirtle from Proffesor Oak and evolving it at Level 16 to get a Charmeleon, then evolving the Charmeleon at Level 36 to get finally get Charizard.
Charizard can only be attained in GBC by: 1) Choosing Charmander as your starter Pokemon at the beginning of the game and training him to level 36, at which point he evolves into Charizard, or 2) Trade with a friend who has a Charizard and is willing to give him up.

This depends if you are referring to Mega Charizard X or Mega Charizard Y. Mega Charizard X is black and blue with darker blue wings. Mega Charizard Y has similar coloring to regular Charizard and is orange and yellow with turquoise wings.
