When you have the national dex and have beaten the four you can get eevee in two ways.
1. go to hearthhome city and talk to bebe in the house next to the poke centre (you must have a free Pokemon slot to get eevee)
2. Talk to the man who owns the prize garden and Pokemon mansion he will say a different Pokemon rare every day and you can find them in his garden one is eevee. (if you are looking for just eevee in particular save your game before entering the mansion and then if backlot says a Pokemon you don't want just reload the game and he will say a different one!)
