I played it on PS2 but I assume it is the same for the other systems. You have to get him on LEGO Star Wars 1. To do so you have to beat him on the third level of episode three then buy him from the diner. Then playing LEGO Star Wars 2 with the same memory card you can load all the characters you unlocked from the first game. To my knowledge there is no way to get Grievous or any other character that is only found in the first game, without playing the first game.
