you cant. i think that's really stupid. but they are making a remake of Pokemon silver and gold, called Heart gold and Soul silver, and you can probally get lugia in soul silver.
you might be able to send that lugia to platinum
i have action replay and there is an awesome code that allows you to get any Pokemon at any level you choose.
