You have to find a feebas in Mt.Cornet.It is a VERY hard Pokemon to find.You have to use a old rod in any body of water in there.If you manage to catch one,make lots of dry poffins,feed them to your feebas,if it can't take anymore,then just stop feeding. Raise it by training it or using an Exp.share.If you use rare candies,I bet they will not work.
If you raise it enough,it will evolve into milotic.This only happens on Diamond,Platinum,and Pearl versions
