First your Assignment Manager puts you in a "slot" or "assignment". He/She doe this with a variety of tools. The Army tries to give you the assignment you want, if there is a need for someone of your grade and MOS at that location. They can use you ASK account to find out where you want to go or you can go to the HRC web site and find the email address for them and send an email. You can also call, but they rarely answer the phone. Most importantly they will put you where they need you first and foremost. Giving you the assignment you want is an after thought. The orders or "levy" goes through your Post G-1, or Admin Section.

USMC 1SG is probably the same as with the USA in Vietnam. The "First Shirts" (also called "Top" in the US Army) ran the companies. Commanders simply commanded them. Translation: (in the old army) Officers gave orders...NCOs carried them out (Commanding=Giving orders/Running the company=Carrying those orders out).

From a US Army stand point as long as you have orders allowing you to wear it. Now if the Navy allows you to wear it that is another story. On that note I am not really sure, and tried searching for a answer on that. But yes you "can" wear it as long as your have orders providing that you took part in the helicopter assault, and given you have the orders. Which I assume it was with a Army unit? Now I do know you can wear it if you went from the Navy to the Army. I am just having problems finding where, if you could wear it, via a Navy site/regulation.
The US Army, like the US Department of Defense, is supported by the tax payer. The US Army Corp of Engineers is part of the US Army; just like the US Army Artillery, or US Army Armor, or US Army Infantry.
army orders are like rules but their serious and you have too folllow them no matter what you can easily get kicked out the army without following orders. army orders are like rules but their serious and you have too folllow them no matter what you can easily get kicked out the army without following orders.

No, your chain of command does not have the authority to cancel your school because you are on PCS (Permanent Change of Station) orders. Schools are typically a part of the PCS process and are scheduled based on the needs of the military. If there are changes or cancellations to your PCS orders, it would require approval from higher-level authorities.
The US Army has made goals very simple for the average recruit.1. I will guard everything within the limits of my post and quit my post only when properly relieved.2. I will obey my special orders and perform all of my duties in a military manner.3. I will report violations of my special orders, emergencies, and anything not covered in my instructions to the commander of the relief. These are the US Army's General Orders.
Are you an officer who is 'resigning his commission? PCS (Permanent Change of Station) orders are transfers from one military organization to another. Enlisted persoonel do not "resign" from the military they are discharged, which is a completely different type of order.

The US Army is and always has been non-partisan. While individual members, the soldiers, may have a party affiliation or preference, soldiers take orders. Orders cannot be followed if they are questioned. And partisanship leads to questions. Regardless of the political party affiliation of the Commander in Chief, he is the CIC.
