First of all, you need to insert your Emerald, Ruby, Sapphire, FireRed or LeafGreen game into the GBA slot of your DS and, after that, you need to start up your DS game. You'll have an option at the main menu that let you select six Pokémon to be transferred from your 3rd Gen game to your current one (they must be in your boxes). Once they're transferred, you can catch them at the Pal Park but you need to beat the Elite Four first and you are only allowed a 6 Pokémon in the Pal Park at a time. You must wait 24 hours to transfer again from that same game
