You look in pokegear and find him on the map, then walk to him, and make sure that you have either a master ball or alot of ultra balls. If you run, ride the bicycle, or fly, Raikou will keep moving. try getting Snorlax in front of Digletts Cave first so you can block Raikou from fleeing. Goodluck~! XD
