You can't get a skuntank in Pokemon Pearl version. You must trade it from Pokemon diamond or platinum. Instead of being able to catch a stunky you are able to catch glameow and purugly. Hope this helped

For the quest, you have to go to the Oil Field Hideout in the room that it was in when you found it with Isaac.
