When you are sent to find patient zero, go to Knaves Landing and look through the trash near the mailboxes. Find two with Joe Stockman's name on them. You cannot enter the Globochem offices without a security badge. Go to the far right of the island, to the Falafel stand. The owner is about to take a lunch order to Globochem. Follow him back left and you can slip in when they admit him with the lunch order. Climb to the top floor and use your camera to get a photo of Joe.
