No, not from the Sims 2 pets expansion pack. You can though if you have Sims 2 Apartment Life. Become a witch/warlock and learn the spell to get a 'Spectral cat'. This cat never ages and sparkles and is a different colour depending on what type of witch or warlock you are. For example, if you are a 'good' witch you will get a white spectral cat.

First become a witch. Then in the spell book chose which spells you want to study, there are Good, Nutural and Evil. Then your sims will study it and become what type of spells they are. Most of my sims are evil. with good spells. because I had a choice.

You can't get witches on The Sims 2 open for business. You need to have The Sims 2 Apartment Life. If you have that, you must go to a public lot, and just wait for a witch to arrive on her/his broom (they arrive by the mailbox-place). If you want your Sim to become a witch, you must become friends with the witch. Then, when you two are good friends, you can ask her/him to learn about witchcraft (or something similar). And there you go, a witch :)

How does your witch get a cat on sims 2?
You must have Sims 2 Pets and Apartment Life to get a cat. To get a cat, just self click on the Witch/Warlock and cast the spell " Appello Cattus Amicus" . The first time the cat is summoned, your Sim has to name it, and then it's theirs. Even if you dismiss it back to the Spectral Plane, it will always return under that name, using this spell (but remember that you have to have the Reagents on hand to summon it back, or make some more before you do). For this spell to work, you need to have 1 dragon scale and 3 mystic dusts in your inventory. Your witch/warlock must also have learned the spell by studying the spell book. The Spectral Cat is ageless (it sparkles) and will never grow old. When and if the Witch/Warlock dies, the Spectral Cat returns to the Spectral Plane for good.
