Sorry but you need a pokerader.You could migrate your pokemon from FireRed, LeafGreen, Heartgold etc. But thats the only other way.
To get the pokerader you would have to off completed the sinnoh dex. You then show the professer and he'll give you the poke radar.
You then go to Route 218 and use the Pokeradar...then go to a Sparkly/Shaking Patch Of Grass.

PS i know it would be a massive pain to have to complete the sinnoh dex before you get the PokeRader by try migrating/ trading pokemon with others.
I have 2 DS's so I just trade my pokemon from game to game as I please ;)
