Well you don't really need to find it. Once you go down Cycling Road you battle the two picnic people. After that when your about to go into Mt. Coronet Dawn will stop you and say "Which hand do you pick?" Which will give you the vs seeker no matter what. Then she asks "Do you have a poketch? Yup you so i'll give you this too then." And with that you have a Dowsing Machine Poketch app. Check as soon as you get it. There's a Great Ball and a Rare Candy so I highly recommend checking the area Plus the trainers are alright to train your pokemon.
