To get feathers on Animal Crossing Wild World, go to the civic center (the mat with the house on it) and pick donations. If you donate 10,000 bells you get a green feather. Here are the other feathers.

A letter- 50,000 bells

A letter- 100,000 bells

Blue feather- 200,000 bells

Yellow feather- 500,000 bells

Red feather- 800,000 bells

Purple feather- 1,000,000 bells

White feather- 1,400,000 bells

A letter- 3,200,000 bells

Rainbow feather- 6,400,000 bells

Feathers can be worn in hair just like flowers (exept roses). Hope this helps!
