In the US, there are licenses for firearms dealers and collectors. They are issued by the BATFE- part of the Federal Govt. See their website at ATF.gov
There are licenses to carry a concealed firearm- those are issued by each state- and have different agencies, different requirements.
A FEW states require that you have a license to OWN a gun- and those are handled by that state only.

That will depend on what license, and where it is issued from. There is no one "firearms license" in the US. A few states DO require a license to BUY a gun, most require a license to CARRY a gun concealed, and you must have a DEALER'S license to sell guns. It may take minutes, or months.
