In the US, there are licenses for firearms dealers and collectors. They are issued by the BATFE- part of the Federal Govt. See their website at ATF.gov
There are licenses to carry a concealed firearm- those are issued by each state- and have different agencies, different requirements.
A FEW states require that you have a license to OWN a gun- and those are handled by that state only.
Other countries have different requirements, and different agencies- and we get questions here from the US, Britain, Canada, Australia, and a few other places!
