You get a fly tool the same way you get anything. First, open the tools sidebar. Go to the free models section. Type, "Fly Tool" into the text box, and click on any fly tool you want. Put it into the Starterpack, and then your done.

There's a number of ways, ask the creator of the fly tool to tell you how to fly with it, normally you just click the tool in your Inventory and then click, hold and point were you would like to fly too.
