How do you get a helicopter in Grand Theft Auto 4?

Yes you can fly a helicopter from the airport, although you cannot fly planes, it is risky getting helicopter out of airport without being shot by the police. There are a couple of helicopters, The one at the Airport is the Anihilator (Apache), and at the Police station you can get Police helicopters (equivalent of "Maverick"), and at the helicopter tours place you can get the normal Maverick (No police decals)

You can not fly a helicopter in gta 3, although you can fly a small plane called a "dodo". It can be accessed in Francis Airport. Be aware though that you need to have a certain technique to be able to fly it.

Yes you can take the heli-tours. But you have to hold down Y / Triangle like entering a cab, or else you will just steal the helicopter. If you take all 4 heli-tours you get an acheivment.
