There is 2 ways you can do this. The easiest is only for people living in the U.S., it involves a game save that works with all firmwares. I have it myself, when you open the garage of Staunton Island. A helicopter will appear behind you. There is another way involving a mission and a glitch. There are some good guides all over the internet. YouTube has the best hands-on guide.
