To fly the helicopters you must first unlock the second part of the city.

Once done, there are several spawns for the "maverick" helicopter.

- On the West Side of the Broker Bridge, there is a helicopter tour place. There are mavericks here that you can run up and steal. (The Broker Bridge is the South bridge connecting the first and second sections of the city)

- Another spawn for the maverick is on top of the tunnel leading from Algonquin to Alderney (This tunnel is pretty much dead centre between the second and third sections of the city)
