wave your arms, yell alot, and use other methods to scare the horse away in another direction. If the horse keeps coming, move out of the way. Do NOT turn your back to the horse and do NOT run. Back up slowly and keep waving your arms and yelling. Once the horse ahs stopped, slowly approach it and,as you walk towards it, speak softly to it. Call it's name or hold out a treat to it to GET IT TO COME TO YOU. do NOT go towards it if it's already looking at you. This means you have it's full attention. Talk to it until IT COMES TO YOU. Believe me, I know from past experiences when my horse has gotten me off and didn't want to come to me.
You can't STOP a horse from bolting on you. You have to remember that it is a living creature and has a mind of it's own. A horse will bolt if it is young, has a bad temerment, it gets spooked or if it is injured in any way (mainly if it has hurt it's back or leg). The best way to help your horse to stop bolting is to gain it's trust, check him for injury, make sure he doesn't have a bad teperment or if he's young just be patient.
You need to find out the cause of the aggression. If it is just bad manners have the horse retrained. if it is a result of pain then you need to treat the cause of pain. If it is the natural temperament (look at it's parents temperaments if possible) then you may need to consider selling it to someone who can handle it.
When your horse bolts and your on him, you fall off. But when he bolts, there's 2 things you can do. Don't stand up in your stirrups and pull, he'll just pull you back.

Yes and No. Yes because if we stay on our toes and keep an eye on horse owners (I am one...) we can stop. No because there is lots of people out there who don't care about horses. There is just to many. I am 12, and when I grow up, I plan to start a Nation Wide Biz, that will collect 2-3 people to work for me in each town to do surprise inspections on horse owners once a month. (& to stop horse slaughter) [I also want to be a VET.......]
