You could use a Lunge Whip i have 2 Horse's myself and one of mine is very lazy so we just get a nice big lunge Whip
The noise makes them alert and should make them go into canter

Well this would depend on why the pony is lazy and what kind of work it is being asked to do. If the pony is lazy due to lack of energy, you may wish to add more calories or protein to the diet by feeding better quality hay or possibly a pelleted feed designed for ponies. If the pony is lazy due to temperament, then you'll need to retrain the pony rather than change it's feed.
Lots of kicks and squeezes, try clucking. If not, have an expercienced rider get the pony used to the whip. Praise the pony when he/she goes at a good pace. Make sure the pony IS just being lazy, not sick, injured, or untrained.
